Press Release: MSHSL Opens Doors for Transgender Athletes in Girls’ Sports
In a groundbreaking move, the Minnesota State High School League (MSHSL) announced in 2015 that girls’ sports would be accessible to transgender student athletes, following months of intense discussions and the exchange of thousands of emails. The policy received overwhelming support, with 18 of the 20 board members voting in favor, placing Minnesota as the 33rd state to implement a formal transgender student athletics policy.
The MSHSL bylaws now stipulate that students can participate in activities "consistent with their gender identity or expression," promoting an environment free from discrimination while ensuring equitable opportunities in athletics and fine arts.
However, the impact of this decision remains somewhat ambiguous. The MSHSL refrains from collecting or maintaining records of transgender athletes, citing the Data Privacy Act, which protects individual rights. In contrast, Illinois—home to a population twice that of Minnesota—has identified approximately 25 transgender athletes among its 133,000 high school participants, as reported by the Illinois High School Association.
At the collegiate level, NCAA President Charlie Baker highlighted during a congressional hearing last winter that the number of transgender athletes across the nation’s college sports landscape, encompassing around 510,000 athletes, is fewer than 10.
This initiative by the MSHSL marks a significant step toward inclusivity and equality in sports, allowing transgender individuals in Minnesota the right to participate in alignment with their identity. As the conversation surrounding transgender rights in athletics continues to evolve, Minnesota’s policy stands as a beacon for other states considering similar measures.
