Minnesota’s Sports Gambling Legislation Faces Critical Deadline

As Minnesota lawmakers gear up for the end of the 2025 legislative session on May 19, the prospect of legalizing sports gambling hangs in the balance again. Since the U.S. Supreme Court’s 2018 ruling that allowed states to authorize sports betting, Minnesota has struggled to reach a consensus over financial interests involving tribal nations, racetracks, and commercial betting operators.

Despite widespread support from Minnesota’s eleven tribes and horse racing venues, efforts have stalled, most recently with a Senate bill failing in February. In a bid to revive discussions, two new bills, S.F. 3414 and H.F. 1842, were introduced.

With time running out in the session and no viable agreement in sight, Minnesota continues to stand out as one of only 40 states lacking a regulated sports betting framework. Reports indicate that illegal sports betting in Minnesota has reached an estimated $929 million in 2023. Lawmakers, including Senator Jeremy Miller, point to the prevalence of unregulated gambling as a pressing issue, highlighting that many residents partake in activities such as lottery gaming or informal bets.

While some daily fantasy sports (DFS) apps operate in a regulatory gray area, limiting their betting options, platforms like FanDuel and DraftKings have opted to exclude Minnesota from their services due to legal uncertainties. Advocates for legalization stress the potential for a regulatory framework, which would not only provide oversight but also allocate resources for problem gambling prevention.

As the clock ticks down, the challenge remains: balancing the interests of stakeholders while addressing concerns about addiction and promoting responsible gambling. Proponents urge a collaborative approach to tackle these issues, citing the importance of learning from states that have taken steps to legalize sports betting. The coming weeks will be crucial in determining Minnesota’s future in this evolving landscape.
