Judge approves rules for Minnesota cannabis market, state confirms


Minnesota is on the verge of launching its adult-use cannabis market, with draft rules approved by an administrative law judge. The rules, set to go into effect later this month, will allow the issuance of business licenses in various categories such as delivery service, testing facility, and wholesaler. Lottery drawings will be held for other license types, prioritizing verified social equity applicants. The Office of Cannabis Management anticipates conducting these lotteries in May or June. Over 1,000 qualified applicants are vying for licenses, with more than 600 likely to receive licenses after completing necessary requirements. The bill allowing recreational marijuana use for adults was signed into law by Governor Tim Walz in May 2023, leading to a surge in license applications. The state is now moving closer to the implementation of its cannabis market, creating opportunities for businesses and consumers alike.
