Understanding Legislative Jargon: Decoding Omnibus Bills

The Minnesota Legislature has transitioned into a more normal pace after a tumultuous early session. Lawmakers are currently holding committee meetings to discuss various bills ahead of an upcoming deadline. Bills that are “laid over for possible inclusion” are being considered for incorporation into larger omnibus bills. These omnibus bills can contain multiple changes in policy or finances and are usually hundreds of pages long. Despite an evenly divided House, bipartisan support is necessary for bills to pass, as one-party bills may result in tie votes. Legislation like the Equal Rights Amendment and bills to legalize sports betting are facing challenges in committees. Lawmakers are also working on the next budget, expected to be around $66 billion for the next two years. A bonding bill for construction projects is also being discussed, with both parties eager to pass it this year. Amid concerns about potential budget shortfalls and federal government actions, a special session later in the year is not ruled out.
