More Minnesota townships are seeking city status to prevent annexation


The office records show that there have been a total of 34 townships that have transitioned into cities since 1959, with four of these transitions occurring in the past decade. The 1960s were particularly active, with 15 townships becoming cities during that period.

Baldwin Mayor Jay Swanson, who was part of the township board for 16 years before becoming mayor, noted that the transition from township to city took 20 years for Baldwin. He recalls the moment when he was first called “Mr. Mayor” and realized that he was now leading the city.

This year, Baldwin did not participate in Township Day, which is usually held on the second Tuesday in March. This day typically involves voting for board of supervisors and tax levies. Many townships are rural agricultural centers, while others, like White Bear Township with 12,000 residents and Baldwin with 7,500 residents, are located in metro areas with larger populations.

The transition from township to city is a significant process that requires careful planning and consideration. With more townships considering this change in the future, it is important for residents and local officials to understand the implications and benefits of becoming a city.
