Minnesota lawmakers take action against HOAs following resident grievances

A bipartisan group of lawmakers in Minnesota is working on reforming homeowner associations (HOAs) in response to concerns about foreclosures, favoritism, and other issues. More than 80% of new homes in the state are connected to an HOA, leading to complaints about high repair bills and parking disputes. Homeowners in Rogers are facing a hefty bill for a roof replacement, even if their roof is undamaged. Disputes with HOAs can result in fines, fees, and even foreclosure, especially affecting senior citizens who have paid off their mortgages. The Minnesota Legislature has created a task force to address these problems and is considering several proposed changes, including protecting homeowners from foreclosure for small debts, requiring transparency in decision-making, and implementing conflict of interest standards for property managers. The task force has made 41 recommendations, with many already in bills up for consideration in committee hearings. These reforms aim to address concerns about HOAs maintaining exclusivity through excessive fees and selective enforcement of rules.
