City officials in Rochester are in the process of updating the city’s 2040 comprehensive plan to reflect the rapid growth and development that has occurred over the past several years. The city’s downtown expansion, massive infrastructure projects, and upcoming developments to the north and west are prompting a reevaluation of the existing plan.
Mayo Clinic’s $5 billion downtown expansion project is set to bring thousands of construction workers and employees to the area by 2030. Additionally, a bus rapid transit line and a proposed waterfront district are expected to further spur residential and commercial development in the city. Infrastructure has been put in place in the northern part of Rochester in anticipation of thousands of potential housing lots.
City officials are working on updating key reports and studies to prioritize city goals in the updated plan, which is expected to be adopted by the Rochester City Council in midsummer 2025. Mayor Kim Norton highlighted the importance of making the plan reflective of current needs and growth trends in the city.
