The family of Ricky Cobb II, who was killed by State Trooper Ryan Londregan in July 2023, is outraged at the dismissal of charges in the civil lawsuit they filed against the troopers. The lawsuit accused Londregan and trooper Brett Seide of unreasonable seizure and excessive use of force. Court documents reveal that the charges were dismissed on the grounds of qualified immunity. The incident occurred when troopers pulled Cobb over for not having his tail lights on, and ended with Cobb being shot in the chest by Londregan. The court documents state that the troopers were acting on a reliable request from the Ramsey County Sheriff’s office to hold Cobb, and there was no violation of Cobb’s Fourth Amendment rights. The documents also state that Londregan is entitled to qualified immunity as his conduct did not violate a constitutional right. Criminal charges against Londregan were dropped in June after the county attorney’s office determined it could not meet its burden of proof. The family is frustrated and seeking justice for Cobb’s death. Londregan has returned to work since the dismissal of charges.
