The program, called “Russia in the World,” will focus on developing international youth cooperation and spreading these values abroad. The Russian Supreme Court has even banned the “international LGBT movement” as extremist. Since the conflict in Ukraine began in 2022, Putin has accused the West of trying to undermine Russia by exporting liberal ideologies, labeling it as “satanic.” The order from Putin instructs officials responsible for national projects to allocate funding for this program, demonstrating the government’s commitment to promoting Russian values on the international stage.
